This is to ensure they are bright enough to be visible at any time of day.

Red and or white is the color you should see flickering when in sight of these aviation lights. You are most likely to see more of the red than you are white because red is more are alarming than white. How bright the lights are is dependent on the control are used to manipulate the strength or weakness of illumination. It makes no sense.to have them brightly lit during the day. Almost pointless.

The installation of these lights is not limited to towers only as they are also used for buildings, bridges, cranes, virtually anything that can be high enough to have the capacity to interfere with the flight route of an aircraft within that particular area. Since these lights are designed to make the structures visible to aircraft, they need to be constantly monitored and observed throughout the day. They need to be meticulously maintained and repaired swiftly in the event of a malfunction.
